Korshkov played last year in Europe and is still in Europe. He's not eligible for activation because he has no ratings.

Nieves hasn't played hockey in over a year due to injury, only one game in nearly two years, and seemingly will never play again. It's the same protocol as Micheal Ferland many others before him.
