Congrats on him signing in Edmonton. In the EHE William Lagesson is a RFA. This means he is currently not signed to a contract, which in turn means he can not be re-activated.

Okay, so if that is the case which is fine, then shouldn't all RFA's and UFAs be deactivated?
It only stands to reason as being the same and not different, or else I honestly don't understand why he and any others were deactivated?
I guess I assume it's because they didn't have NHL contracts at that time, signed in Europe or retired from the NHL.
Otherwise..I don't understand this whole process of work for mostly no reason...and I don't see anything regarding deactivations in the CBA other than retirements and players signing in Europe.

Teams have the ability to re-activate players for one season if they sign overseas, as long as they're still under contract by that EHE team. This is a courtesy provided to GMs who might have a player who they were counting on using next season who unexpectedly signed overseas. If a player is reactivated they can play for one season and then after that, they are deactivated (unless they sign a real-life contract in with NHL after that season, in which case they will be activated again).
For players like William Lagesson who sign real-life NHL contracts, there's no need to re-activate him. They will automatically be re-activated since they are now eligible for the EHE again.
However, I see on that Laggesson is playing in Sweden and is not currently listed as on loan. This likely means he'll be playing there all season, which I believe would make him ineligible for the EHE this season. Kevin will need to confirm that though (I know some of the conditions have changed this year due to the unique situation we're in).
Anyways, I hope that clears a few things up for you Adam.

That is correct. William Lagesson signed a full one-year contract with Vita Hästen back on September 23. In their press release, it straight up said that he will not be returning to North America for the entire season, regardless of whether games are played or not. He's already committed to returning to North America for 2022-23, though I could see a possible situation of him returning early when the NHL season overruns the end of the Allsvenskan season. To which, at that time, it would be at the GMs discretion to reactivate the player if it does happen. Just like the Oilers, you do not have him under contract for 2020-21. Therefore, he is not eligible to play at this time.

Um, I know this is a stupid question, but deactivated players who have valid EHE contracts aren't being paid and don't count toward the cap right?
