Re-rates based on 2014-15 NHL season only, or is there consideration for past seasons included?

They're heavily based on 2014-15, but previous seasons are taken into consideration.

I'll use Chris Kunitz as an example since I'm sure that's who you're particularly interested in. Kunitz's production dropped by about .25 PPG last season but produced consistently better for several seasons before that. So his drop in ratings shouldn't be as significant.

V2.1 - Many tweaks to the FMV scale for the 2015-16 season.

Restrictions have been lowered regarding the eligibility of goaltenders who sign overseas in the off-season in order to widen the goalie pool. Overseas goalies must have earned a rating, have an existing contract, and be requested by the team who owns their rights for them to remain active.

You cannot offer a player an extension. However, you may declare them as a franchise player, which does the same thing in essence.

So teams with UFAs get no advantage to re-signing those players, correct? Everyone has equal shot at UFAs. The only exception being the franchise tagging.

That is correct. And the only players worth tagging are your franchise players. (You only get 2 tags every 3 seasons)
